Van Buren School District Notice of Request for Qualifications (RFQ)

For Construction Management/General Contractor-at-Risk Professional Services

Proposed project:

Construction of a new elementary school in Van Buren, Arkansas

In accordance with Arkansas Code Annotated §19-11-801, et. al., Van Buren School District (the District) is requesting Statements of Qualifications from well-qualified construction management firms who can adequately demonstrate they have the resources, experience and qualifications to provide Construction Management/General Contractor-at-Risk services for a new elementary school project (the Project).

The project is anticipated to consist of the construction of an approximately 60,000 square feet facility, on a 21 acre site within the city of Van Buren, Arkansas. The anticipated budget for this project is between $11,000,000 and $12,000,000

The District reserves the right to accept or reject in part or in whole, any proposals/qualifications submitted, and to waive any technicalities deemed to be in the best interest of the District.

The Statements of Qualifications shall include:

(a)  Company profile and history

(b)  Qualifications and experience of the proposed management team

(c)  Completion of public-sector projects of similar size and complexity, including those using construction management as the project delivery method

(d)  History of on-time completion of projects

(e)  History of project completion on or below budget or guaranteed maximum price

(f)  Record of change orders not initiated by the project owner on similar projects

(g) Approach to preconstruction services, including:

1. Estimating
2. Review of plans and specifications
3. Value management
4. Scheduling
5. Bid package development and development of subcontractor/supplier interest
6. Review /compilation of bids and  development of a guaranteed maximum price

(h) Approach to construction and post-construction services, including:

1. Safety management, including EMR
2. Management of project schedule
3. Cost control
4. Management of quality
5. Change order management
6. Punch-list management and project  close-out
7. Warranty service

(i) Prior experience working in the Van Buren School District, City of Van Buren or surrounding areas

(j)  Current work load

(k) Proof of current Arkansas Contractor’s License and letter from Surety stating current bonding  capacity

To be considered for this position, 1 original and 5 copies of responses to the RFQ must be submitted no later than 12:00 p.m. on Monday, July 31, 2017 to:

It is anticipated the System will select two or three firms for interview presentations, but the District reserves the right to select a Construction Manager solely from the Statements of Qualifications.
